Abstract

“Sir, the vast majority of public officials are poorly paid… The result is that capable and talented men avoid public service. As a result, His Majesty’s Government is forced to hire mediocre personnel whose only objective is to improve their meager financial situation… His Majesty’s public administration should be run by intelligent, hardworking, competent, and motivated individuals… It is His Majesty’s prerogative to introduce the indispensable principle of responsibility, without which all progress is delayed and work is irreparably destroyed.”
