Abstract

In a context where Bolivia debates the new Constitution, departmental autonomies, and the distribution of oil revenues, the private sector shows concern due to government policies, institutional uncertainty, currency appreciation, and natural factors. It is vital to find a strategy to achieve sustainable development and competitiveness in the global economy, without the State directly managing private production. National dialogue is needed to consolidate social peace and advance the process of change. Bolivia must diversify its productive base, train its people, improve infrastructure, and attract foreign investment. Furthermore, there is recognition of the need for greater State intervention to correct market failures, especially in poverty and inequality, promoting equity and social justice. The Constitutional Reform aims to clearly define the State's functions and limits in the economy.
