Abstract

This issue of Perspectivas includes articles of current relevance in the fields of economics and business sciences. The topics span human resources, management, marketing, higher education, accounting, and economics.
Mgr. Ricardo López G. explores organizational planning, noting that while its necessity is widely acknowledged, its implementation in human resource management remains difficult without the proper techniques. Mgr. Sassha Torrico T. follows with an article on the role of information in personnel selection processes, emphasizing how validated methods can enhance decision-making in labor markets.
Lic. Cidar Vargas A. highlights administration as a key human activity that organizes and directs individual and collective efforts toward achieving objectives, stating that “the development of a country is a matter of administration.”
Lic. Gabriela Triveño G. addresses the growing issue of workplace stress, suggesting that it may signal deeper organizational problems beyond personal or social factors.
In the marketing field, Mgr. Daniel Álvarez P. asserts that a strategic marketing plan must begin with a comprehensive audit and that competitive environments today require military-inspired tactics. Dr. Milton Coca C. complements this by presenting a practical approach to positioning, emphasizing its foundational role after thorough market segmentation.
From an educational perspective, Dr. Rafael Terrazas P. and Mgr. Roxana Silva M. introduce the PESCA methodology as a strategy to enhance teaching and learning in decision-making systems with a systemic focus.
Mgr. José Antonio Mendoza C. explores the accounting of intangibles, highlighting its significance in today’s dynamic business context and advocating for tools like the Balanced Scorecard to manage it effectively.
Finally, in the economic domain, Dr. Samuel Soria A. argues that the recovery and sovereign management of hydrocarbons in Bolivia will only be possible if YPFB becomes a truly operational and efficient consortium. The issue concludes with Dr. Osvaldo Gutiérrez A., who analyzes the partial inflation currently affecting Bolivia and points to underlying disturbances—rather than volatile components—as the main drivers of generalized inflation.
